Richard Foster is the Chief Executive and Vice President of L3Harris Technologies Canada. As such, he provides a focal point for L3Harris conducting business in Canada. As Chief Executive, he oversees the company’s Canadian Advisory Board.
Foster joined L3Harris in 2016 after 35 years of distinguished service in the Canadian Armed Forces, retiring as the Deputy Commander Royal Canadian Air Force at the rank of Major-General.
Active in the Canadian Defence and Security community, Foster served as Chair of the Board for AIAC in 2022 and again in 2023. He plays a pivotal role in orchestrating multiple NORAD/Industry engagements and advises CADSI on several committees.
A committed advocate of diversity in the workplace, he initiated the Canadian Industry Leadership Award (CILA) for women enrolled in STEM programmes, co-sponsored by L3Harris, CAE, Thales, Babcock, and GDMS Canada.
Foster holds a bachelor’s degree in Mechanical Engineering from the Royal Military College of Canada and a Master of Business Administration degree from the University of Ottawa. He is a graduate of the Canadian Forces Command and Staff College and the National Strategic Program in Toronto.
